Tuesday November 2, after my teleforum interview with J. Christian Adams, he forwarded this article to me. I believe it is one of the crucibles, of Obama’s secret plans to recapture the White House. If these secret efforts fail, I believe there are plans by others, who I have referenced in my syndicated columns, and in more depth privately, that stand ready to attempt to ensure a Democrat stays in the White House.
DOJ’s Secret Internal Redistricting Plans
November 2nd, 2011 by Christian Adams
The Holder Justice Department has been using secret internal redistricting plans to try to force states, counties and cities to maximize the number of black elected officials resulting from redistricting. In the 1990′s the Department of Justice Voting Section engaged in illegal activity that was commonly referred to as “Max-Black” when reviewing redistricting plans in 16 states covered by Section 5 of the Voting Rights Act. In sum, it meant that DOJ Voting Section lawyers worked with groups like the NAACP to maximize the number of black elected officials in any legislative, county or city redistricting plan submitted to Justice. As I write in my book Injustice, this behavior cost the taxpayers a bundle in sanctions.
The bill in another Clinton-era case, Johnson v. Miller, was a touch smaller—only $594,000—but the Civil Rights Division misconduct was even more egregious. In that case, the Voting Section fought to impose an illegal, racially gerrymandered legislative redistricting plan on the state of Georgia. In attempting to create as many black-controlled legislative districts as possible, Voting Section lawyers became sleazy advocates for leftist groups and, according to the court, may have committed perjury.
Our good friend former Assistant Attorney General Loretta King was involved in this outrage. Everything old is new again, and the Holder Department of Justice is once again imposing Max-Black on the United States through the use of secret internal Max-Black redistricting plans that are used to criticize or attack plans submitted by jurisdictions which do not Max-Black.
Tabella has this important post at ElectionLawCenter.com. These Max-Black plans are the sort roundly criticized by the Supreme Court, and often violate the Fourteenth Amendment.
Tabella points out that it is high hypocrisy for the DOJ to assert that Texas inappropriately emphasized race in their redistricting when redistricting submissions are being compared to these secret internal illustrative plans. Were these bug-splat plans to see the light of day, the plaintiffs in the Shelby County, Kinston, Arizona, Georgia and Florida challenges to Section 5 would have a wild ride. In any red-file redistricting, the demographer staff at the Voting Section will be told to draw a plan with as many minority districts as possible. These secret internal Max-Black plans become the aspirational standard for submissions.
Any submitting authority will recognize the signs of the secret plans. DOJ staff have been instructed that they cannot ever give the illustrative plans to the submitting authority. They, instead, are to suggest moving a district line in a certain direction, or to grab new territory. The instructions to DOJ staff to create, but not disclose the secret plans, are explicit. These instructions are yet another reason why jurisdictions should go straight to federal court for approval of redistricting plans instead of dealing with the illegal imposition of Max-Black solutions by Eric Holder’s DOJ.
Next week Eric Holder goes before the Senate Judiciary Committee for an oversight hearing. A Senator should ask if the Voting Section is using secret internal Max-Black illustrative plans. Were he to deny their existence, add to the list another instance of his questionable testimony under oath. Were he to admit their existence, the abusive practice should be presented to the Supreme Court in whatever challenge to Section 5 arrives first- whether Georgia’s, Arizona’s, Florida’s, Shelby County’s or Kinston (or be stopped).

I simply wished to say thanks again. I am not sure what I might have carried out without the entire strategies revealed by you concerning such a field. Entirely was a frustrating difficulty in my opinion, however , witnessing a new skilled fashion you solved the issue made me to cry for joy. I am just thankful for your guidance as well as pray you recognize what a great job that you are providing educating the rest all through your websites. More than likely you haven’t got to know any of us.
Americans are just stupid and uninformed. All of this was predictable by O’Liar’s own words both before and during the ’08 campaign. I should be surprised that citizens did not know more, but I am not: we are becoming a country of lemmings who follow blindly (I wonder how many outside of the net readership even know what a lemming is.)
There is an obvious and long standing conspiracy to take the American dream down. Its supporters include Geoge Soros, the American Commie Party, the International Socialist Party, and multiple anarchists (memory fails at this point but include the ACLU.) If their effort is successful, then we deserve everything that we get. I have a house full of guns and ammo, but that will not do me or my family any good in the long run.
So sad that the American dream (and by extension the world dream) should be derailed by such a goup of elitist weenies.
dave c: I would be surprised if college students could spell lemming…if we let them destroy Herman we deserve what we get…
This is outrageous! If this doesn’t work, my gut feeling is Obama will legitimize all illegals in the country proir to election so they can vote for him. One way or the other, he’ll be reelected.
Joan, he doesn’t need to legalize the illegal aliens, that’s just insurance. SEIU and ACORN will pack the ballot boxes with enough fake votes to keep him in.
sumitch: they’ll certainly do all they can to turn out the dead and commit whatever fraud htey neeed…
joan, dallas, texas: he’s subject to do that anyway…
These people are like a falling stock market.
Every time you think you’ve seen a new low, you’re surprised to see things go even lower.
danbubalo: it’d hard to be surprised by them anymore…
I’m not surprised by Obama because I know he’s a liar and a scum bucket. But what I am surprised by is Congress thinking they can sit on their Glutimus Maximi, beat their gums then do nothing and think that will keep them in office. We (or at least me) voted them in to do a job, not spend all their time and my money trying to stay in their job. I’ll remember, but how will we insure that the majority will? Most of them don’t even know how they got home last night.
sumitch: that’s all congress has done since Reagan…its what they do…now you see why I am so insistent we get rid of all of them….
I JUST CAN’T understand how they keep getting away with such ‘treason’. I thought that the founding fathers had established the ‘public education system’ for the expressed purpose of protecting our Republic! (oh, yah, ‘they’ have also ‘hi-jacked’ THAT. We’ve been “JACKED UP”!) It would appear to me that our only hope is to ‘hi-jack’ education back but that would mean infiltrating the entire system with people NOT publicly educated, wouldn’t it? I find this all so depressing and although I keep my ‘little light’ burning at my house, others often treat me as though I’m “too salty” and I feel like so many have become just useless crystals. I am in such a hurry for change but because of Oswald Chambers and trying to see that HE was never in a hurry but also NEVER UNTIMELY. Thanks for your thoughts always, makes me feel like the light is just a little brighter and hope just a bit more certain.
mrsjb: obama gets away what he is doing is because congress specifically republicans refuse to do anything about it…which why I say they should all be booted out…
For the last election I had the signature: “Vote out all incumbents.”
Did anybody else see the 60 minute piece on lobbying… got me physically sick.
buffalo john: it does make you sick…
I hate to say it, but sometimes you must throw out the baby with the bathwater. There are some good congresspersons out there, but they are far outweighed by the “do nothings” and the bad ones like oh I don’t know. Waxman?
sumitch: OORAH…precisely my point…they all must go…and we must be ready to replace them every election until they get it…but that will take the people waking up and developing spines…as for waxman he looks enough like wormtail who turns into the rat in harry potter for him to question w/ whom his father spent the evening of his conception…
I did all I know how to do for the time being last week. I wrote a lengthy letter to my Representative asking him to gather other Reps and start the wheel rolling for impeachment. He won’t, but it made me feel good. I intend to go to his “town hall” meetings and ask him why Congress won’t act. I hope he’s not stupid enough to ask what he could be impeached for.
sumitch: stay after him…its the squeaky wheel…
Mrs JB, I can remember my dad in the 50′s pitching a fit about the government involvement in the educational system. I didn’t understand what the problem was at the time, but I sure have seen the light. Can you say Obama mmmmm, mmmmm, mmmmm?
sumitch: can you say, poorly performed schools, uneducated teachers, overpaid teachers, dept of education, homosexuals in classroom, and black holes for tax payer money…
